John is an effective and seasoned attorney and trial lawyer earning him an AV rating by Martindale-Hubbell – an accreditation that signifies that he has reached the highest level of professional excellence and is recognized for the highest levels of skill and integrity by his peers. He has earned Virginia Business Magazine’s Legal Elite accreditation, an honor bestowed on less than 2% of the Virginia Bar, and has been included in the 2022 edition of “Best Lawyers in America” in the field of Construction Law, the 12th year in a row he has received this honor. Mr. Norris has also been named a Virginia “Super Lawyer” by Thomson Reuters Publications and is the author of a chapter in the Virginia Construction Law Deskbook.

His practice areas and expertise are centered on commercial litigation, primarily in the fields of insurance, construction, condemnation, securities and other business disputes.

One of John’s main core practice areas is construction law. He has successfully represented contractors, subcontractors and building owners in construction disputes providing justice and financial awards for a host of construction-related issues including but not limited to; building envelopes, glazing components, heating and ventilation, electrical systems, structural engineering issues, roofing problems, boundary disputes, eminent domain, bulkhead and marine construction and bond claims.

Another major focus and area of expertise is on banking and securities issues with successful resolutions from the state and federal courts as well as before various arbitration forums, litigating issues such as churning disputes, limited partnership syndication and 10(b)(5) claims.

John also provides legal counsel and litigation for commercial issues relating to the Uniform Commercial Code, insurance controversies, labor and employment issues, real estate tax assessments, and government contracts.

Case Results

Mr. Norris probably holds the record for having successfully completed the longest civil jury trial in the area’s history.  He represented Turner Construction Company, one of the largest contractors in the world, in a trial which spanned three and one-half months.  After presenting more than 2,000 exhibits through almost 40 witnesses, a jury awarded Mr. Norris’ client in excess of $1.6 million in damages in this landmark construction case.

Jim St. Clair is a seasoned and experienced personal injury trial attorney with 40 years of experience. Jim graduated with honors from Creighton University School of Law in 1984, and then served in a prestigious federal law clerk position for the late U.S. District Judge J. Calvitt Clarke, Jr., in the United States District Court for the Eastern District of Virginia. Over several decades he has enjoyed remarkable success advocating for injured clients, and has won notable multimillion dollar settlements and verdicts. He has tried cases in Virginia general district and circuit courts as well as in the eastern and western district Virginia federal courts.

In one case that went up on appeal to the Virginia Supreme Court, he convinced the court to change the law regarding the statute of limitations in Virginia medical malpractice “misdiagnosis” cases.

Jim’s areas of Virginia personal injury law practice included medical malpractice, car and truck injury cases, dog bite injuries, wrongful death cases and cases involving negligence at business premises. Within these areas of law, he has also successfully prosecuted numerous wrongful death actions.

Outside the courtroom, Jim has served on the board of the directors of the Better Business Bureau, taught as an adjunct professor for business law at Old Dominion University, instructed future paralegals at the American Institute of paralegal studies and lectured Virginia attorneys on the subject of “insurance litigation in Virginia.”

He is a member of the Virginia Trial Lawyers Association and the Virginia Beach Bar Association.
