The law firm of Norris & St. Clair was established on October 1, 1993 and is rated AV by Martindale-Hubbell.  John S. Norris, Jr., the President of the firm, has been practicing law in the Norfolk/Virginia Beach area for the past 33 years. After graduating from the Washington and Lee University School of Law, and serving a clerkship for Justice A. Christian Compton of the Virginia Supreme Court, Mr. Norris commenced private practice with the firm of Williams, Worrell, Kelly & Greer in Norfolk, Virginia, where he became a partner in 1981. Since that time, Mr. Norris’ practice areas have centered on commercial litigation, primarily in the fields of insurance, construction, condemnation, securities and other business disputes.

John Norris, Jr.Mr. Norris probably holds the record for having successfully completed the longest civil jury trial in the area’s history. He represented Turner Construction Company, one of the largest contractors in the world, in a trial which spanned three and one-half months. After presenting more than 2,000 exhibits through almost 40 witnesses, a jury awarded Mr. Norris’ client in excess of $1.6 million in damages in this landmark construction case.

Mr. Norris has successfully represented contractors, subcontractors and building owners in construction disputes involving building envelopes, glazing components, heating and ventilation, electrical systems, structural engineering, roofing problems, bulkheading and marine construction, bond claims and a host of other construction-related issues.

Within the securities industry, Mr. Norris has experience in both State and Federal courts, as well as before various arbitration forums, litigating issues arising out of the 1933 and 1934 Securities Acts such as churning disputes, limited partnership syndication and 10(b)(5) claims.

Mr. Norris has extensive jury trial experience in all aspects of commercial litigation, including banking and the Uniform Commercial Code, eminent domain, insurance controversies, mechanics lien litigation, labor and employment issues, government contracts, real estate tax assessments, boundary disputes, partnership and corporation controversies, among just a few. He has been voted by his peers as being among Virginia’s “Legal Elite” in the area of Construction and Real Estate litigation in polls conducted by Virginia Business Magazine, an honor bestowed on fewer than 2% of the Virginia Bar. He has also been selected for inclusion in The Best Lawyers in America in the Specialty of Construction law. This is the fourth year in a row that he has received this honor.

Beyond his courtroom experience, Mr. Norris has served on many State and local, Civic and Bar associations. He is former president of Contracts Law Section of the Virginia Bar Association. He is a past president of the Tidewater Chapter of the Federal Bar Association, and was Chairman of the Board of Directors of the Virginia State Bar Construction Law and Public Contracts Section. He is currently a member of the Council of the Construction and Public Contracts Law Section of the Virginia Bar Association AGC and was chairman of the Norfolk and Portsmouth Bar Association Liaison Committee with Other Professionals. Mr. Norris is also the founding father and current counsel to the Lynnhaven Business Association, having served in that capacity for each of the Association’s 15 years. Mr. Norris has been a director and treasurer of the Virginia Beach Exchange Club and Virginia Beach Youth Foundation, and was previously a grievance arbitrator for the City of Norfolk.

Mr. Norris has lived in the City of Virginia Beach throughout his legal career. He is married and is the father of two children.


Jim St. Clair James P. St. Clair has been practicing law in the Tidewater area since 1984. He began his practice as a law clerk to Judge J. Calvitt Clarke Jr., with the United States District Court for the Eastern District of Virginia. Mr. St Clair’s practice areas include insurance litigation, fire damage claims and personal injury law, including medical malpractice and products liability.

Mr. St Clair is married with two children and lives in Virginia Beach.
